Global Mental Health Policies: WHO Calls for Urgent Transformation

The World Health Organization (WHO) has released new guidance urging governments worldwide to reform mental health policies and systems. Announced on March 25, 2025, it highlights the need for change, as millions still lack access to quality mental health care. In some countries, up to 90% of individuals with severe mental health conditions receive no treatment, while outdated institutional care models persist. WHO recommends community-based, human rights-oriented mental health services that combine psychological, social, and economic support.

Protection of Human Rights

One of the main aspects of this new guidance is the protection of human rights. Mental health care in many regions has been marked by discrimination, stigma, and improper treatment options. WHO recommends aligning mental health policies with international human rights standards so that individuals receive dignified and ethical care. This includes more inclusive community-based services that offer holistic and person-centered support.

The Role of Social Factors

Beyond clinical treatment, WHO also highlights the role of social factors in mental well-being. Employment, housing, education, and economic stability significantly influence mental health. Addressing these factors, with better healthcare access, can lead to more improvements in mental health care. Furthermore, WHO encourages early intervention and prevention strategies, such as integrating mental health education in schools and workplaces to reduce stigma and promote awareness.

Involving People in Shaping Policies

An important aspect of the new policy framework is the involvement of individuals with lived experiences of mental health conditions in decision-making processes. WHO recommends their involvement in shaping policies and services, ensuring that mental health programs are both practical and supportive.

Dr. Tedros Adhanom Ghebreyesus, WHO’s Director-General, highlighted the importance of these reforms, stating that despite growing awareness, mental health services remain inaccessible for many. He reaffirmed WHO’s commitment to equipping governments with the tools necessary to build effective and sustainable mental health systems that serve everyone, not just a privileged few.

The WHO’s guidance is a roadmap for global mental health reform, providing a framework that countries can adapt based on their specific needs and resources. By following these recommendations, governments can transform mental health care, reduce stigma, and create more supportive societies.
