Union Cabinet Approves Health Coverage for All Senior Citizens
In a major step towards healthcare inclusivity, the Union Cabinet, led by Prime Minister Narendra Modi, has approved health coverage for all senior citizens aged 70 and above. This initiative is part of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY). It will benefit over 6 crore elderly citizens across the country.
Expanded Coverage
The newly approved scheme offers health insurance of ₹5 lakh per year to senior citizens aged 70 and above. This coverage applies regardless of their income or socio-economic status. It is designed to ensure that elderly citizens receive the medical attention they need, without worrying about the financial burden.
Health Benefits for Families
Senior citizens already part of families covered by AB PM-JAY will enjoy an additional top-up of ₹5 lakh per year. This top-up is specifically reserved for them and does not need to be shared with younger family members. For those not previously covered, they will receive a family-based health insurance plan of up to ₹5 lakh.
Flexibility for Existing Beneficiaries
For senior citizens already enrolled in public healthcare programs like the Central Government Health Scheme (CGHS) or Ex-Servicemen Contributory Health Scheme (ECHS), there is flexibility. They can either continue with their current plan or opt for AB PM-JAY coverage. Those under private health insurance or the Employees’ State Insurance Scheme (ESIS) can also access this new benefit.
World’s Largest Health Assurance Scheme
AB PM-JAY is currently the world’s largest health assurance program, offering ₹5 lakh per family annually. To date, it has covered over 12.34 crore families, and more than 7.37 crore hospital admissions. About 49% of the beneficiaries are women.

The decision to extend healthcare to senior citizens aged 70 and above was initially announced by Prime Minister Modi in April 2024. This recent approval officially expands the scheme, ensuring that every citizen in this age group is covered.
Growing Reach of AB PM-JAY
Since its inception, AB PM-JAY has continuously expanded. Initially, it covered 10.74 crore families, or 40% of India’s most vulnerable population. In 2022, this number increased to 12 crore families, following population growth trends. The scheme has also included 37 lakh ASHA, Anganwadi, and health workers. It will provide them and their families with free healthcare benefits.
This new expansion is set to transform healthcare access for the elderly, offering critical support to senior citizens across the nation.
